Non-EU Manufacturers and Sellers

If your company is registered in China, the United States, Turkey, India, the United Kingdom (post-Brexit), or any other non-EU country, you are required to appoint an EU-based Responsible Person before selling consumer products in Europe. This applies regardless of your company size — from solo entrepreneurs to large factories. The EU does not make exceptions based on business volume or product type.

Amazon, eBay, Temu, and Shopify Sellers

If you sell on any European marketplace — Amazon.de, Amazon.fr, Amazon.it, Amazon.es, eBay EU, Temu, Etsy, or through your own Shopify store with EU customers — you need GPSR compliance. Since 2025, Amazon actively enforces this requirement and suspends listings without a valid EU Responsible Person. Other marketplaces are following the same approach.

Dropshippers and Private Label Sellers

Dropshipping from non-EU warehouses or selling private label products manufactured outside the EU? You still need an EU Responsible Person. The regulation applies to whoever places the product on the EU market — even if you never physically handle the goods. As the seller of record, GPSR compliance is your responsibility.

Product Categories That Require GPSR Compliance

GPSR covers virtually all consumer products: electronics and electrical devices, toys and children's products, clothing and textiles, cosmetics and personal care, home and garden products, sports and outdoor equipment, furniture and lighting. The only exceptions are products covered by separate EU regulations — medical devices, pharmaceuticals, food products, and motor vehicles.

Germany (Amazon.de)

Germany has the strictest enforcement in the EU. The German Federal Network Agency (Bundesnetzagentur) and market surveillance authorities actively monitor Amazon.de listings. Germany is the largest e-commerce market in Europe — if you sell in the EU, your German listings are likely your biggest revenue source. Non-compliance here means losing your most valuable EU market first.

France (DGCCRF)

France's consumer protection authority (DGCCRF) conducts regular product safety inspections both online and at borders. French customs are particularly active at major ports like Le Havre and Marseille, where many Asian shipments enter the EU.

Italy and Spain

Both Italy and Spain have growing e-commerce markets and are increasing GPSR enforcement. Amazon.it and Amazon.es apply the same compliance requirements as Amazon.de. If you sell across multiple EU Amazon marketplaces, you need the same EU Responsible Person for all of them — our service covers all 27 EU countries with a single registration.

Netherlands

The Netherlands is a major logistics hub for EU e-commerce. Many fulfillment centers and warehouses are located here. Dutch customs at Rotterdam — Europe's largest port — actively check GPSR compliance on incoming shipments.

United Kingdom (Post-Brexit)

Important: The UK is NOT covered by GPSR. Since Brexit, the UK has its own product safety regulations (UKCA marking). Our EU Responsible Person service covers the European Union only — all 27 member states. If you also sell in the UK, you need a separate UK Authorized Representative.
